Minutes of the Orange County <br />Board of Commissioners <br />November 5, 1962 <br />Zsi3- <br />The Orange County Board of Commissioners met in regular session on Monday, <br />November 5, 1962, at ten o'clock a.m. in the Commissioners' room at the courthouse <br />11in Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, <br />Clarence Jones,, aid Henry Walker. -? <br />Members absent: None <br /> <br />IThe minutes of the last meeting were read by the Acting Clerk and approved <br />by the Board. <br />The following Department officials presented reports for the month of October, <br />1962: Cashe Boggs, Dog Warden <br />Miss Trowbridge, Home Demonstration Agent <br />Walter Wrenn, Veterans Service Officer <br />E. M. Lynch, Clerk of Court and <br />C. D. Knight, Sheriff. <br />The Clerk of Superior Court requested that he be allotted funds with which to <br />employ extra help in his office due to the increased activity of the Recorders Court. <br />He cited the following statistics: Cases docketed October 1961, 170, July 1962, 134; <br />lAuguat 1962, 166; September 1962, 153; October 1962, 388. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Jones, and <br />animously adopted, the Clerk of Superior Court was authorized to employ temporary <br />rt time help on an hourly basis. <br />Chairman Stanford read a letter from Judge L. J. Phipps. Judge Phipps stated, <br />"1 have checked with the Recorder's Court officials, the Clerk's office, the <br />Sheriff's department, the highway patrolmen, and the attorneys both in and out of <br />the county who regularly practice in the Orange County Recorder's Court, and I have <br />come to the conclusion that the Recorder's Court can operate more efficiently and <br />with leas conflict with courts in the adjoining counties if the'commissioners will <br />change the regular time for the holding of this court from 10:00 on Monday to 10:00 <br />on Wednesday of each week." <br />'Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and unanimous <br />ly adopted, the regular time for holding of Recorder's Court was changed from 10:00 <br />on Monday to 10:00 on Wednesday of each week, this change to become effective January <br />11969. <br />The subject of zoning was brought to the floor by Chairman Stanford. Letters <br />endorsing zoning from the following citizens and'organizations were presented: Dr. <br />& Mrs. Newton Fischer, Mrs. Marion B. Roberts, Fred T. Claytor, May'U the Town of <br />Hillsboro and the Hillsboro Garden Club. A resolution in opposition to county wide <br />zoning from the Orange County Y.D.C. was presented. Chairman Stanford also presented <br />another letter from Fred T. Claytor, Mayor of the Town of Hillsboro, which stated, <br />"at a special meeting of.the Board of Commissioners of the Town of Hillsboro held at <br />the City Hall October 22, 1962, it was resolved by unanimous vote that.the Board of <br />County Commissioners pass an ordinance at the earliest possible time to zone the Town <br />of Hillsboro to the city limits in each direction". <br />A petition signed by citizens of the Town of Hillsboro which read as follows was <br />presented: "we, the undersigned, being legal residents, citizens and taxpayers of <br />the Town of Hillsboro, do respectfully request the Orange County Board of Commissioners <br />to reject and refuse to enact into law the proposed zoning ordinance for the Town <br />of Hillsboro". <br />Upon motion of Commissioner Walker, seconded by Commissioner Bennett, it was <br />. that county wide zoning be rejected. <br />Chairman Stanford offered this motion for discussion to those in attendance. <br />C. R. Laws presented petitions requesting that county wide zoning be rejected. Mr. <br />Laws retained the petitions he had shown. <br />Chairman Stanford called for a vote on Commissioner Walker's motion and same was <br />mously passed. <br />Upon motion of Commissioner Jones, seconded by Commissioner Bennett, the following <br />otion was presented: I move that the zoning ordinance to be put into effect immedi- <br />tely in the Hillsboro Township, including the Town of Hillsboro except in the area <br />f Hillsboro Township that lies west of a line running from Chapel Bill Township to <br />eder Grove Township and paralleling and coinciding with the western boundary of the <br />own of Hillsboro. <br />After a discussion of this motion Commissioner Jones requested that Commissioner <br />ennett withdraw his second so that the motion could be withdrawn: Commissioner <br />ennett agreed to withdraw his second of said motion and Commissioner Jones took his <br />otion from the floor. <br />The zoning discussion was discontinued to allow the members of the A.B.C. Board <br />present a copy of their quarterly audit. <br />A discussion concerning price, policies and taxing policies of the State <br />.B.C. Board ensued. Chairman Stanford suggested he be allowed to take up this
