Please describe the impact the proposed programs will have on the target population. Please include <br />specific quantitative and qualitative data in your response. <br />IFC makes this community more affordable for low-income residents and workers. <br />Households that spend more than 30 percent of their income on housing and utilities <br />are considered cost-burdened and are statistically likely to experience periodic difficulty <br />paying for other basic needs: food, essential medication and healthcare, transportation, <br />school supplies, and clothing. Fifty-one percent of Orange County households fall into <br />this category of being cost-burdened. Although we are located in the wealthiest county <br />in our state, the overall poverty rate is 13%, including 26% of Black children and 30% <br />of Hispanic children living in poverty. Food insecurity affects 11.6% of Orange County <br />residents and homelessness increased in Orange County 42% last year. Last year, the <br />average income of IFC Community Market households was about $887 per month, and <br />more than 60% of IFC Market members are people of color. The need has been <br />magnified during the COVID-19 pandemic. We know from our relationships with <br />people we serve that the pandemic is resulting in job loss, reduced transportation, lack <br />of childcare, and worsening health conditions.
