Please briefly describe the proposed program, including an explanation of how it aligns with the Town <br />of Chapel Hill and Carrboro’s Results Framework, and Orange County BOCC Goals and Priorities, and the <br />target population to benefit from the program. (250 words or less) <br />EMPOWERment’s rental program maintains and promotes the well being of residents by <br />providing affordable rental housing opportunities for the most vulnerable populations in <br />Orange County. There is a critical need for affordable rental that serves families living on <br />minimum wage salaries, or less. Typical beneficiaries are veterans, Housing Choice <br />voucher holders, seniors and single income families that are transitioning from <br />homelessness. Most of the tenants earn between 30 -80% Area Median Income (AMI). <br />This rental program aligns with TOCH and Carrboro’s Results Framework of providing <br />livelihood security for low-income or disenfranchised residents through affordable rentals. <br />EMPOWERment owns sixty-four affordable rental units throughout Orange County. <br />Forty-eight percent of our units are subsidized with vouchers. Fifty -two percent of our <br />units are subsidized with EMPOWERment operating dollars. Even when there is no <br />vacancy in EMPOWERment units, staff continues to work to find placement in other <br />locations. EMPOWERment commits itself to underrepresented rental populations such <br />as those living in manufactured home communities. A tremendous amount of work has <br />been done to advocate for tenants in the midst of gentrification. EMPOWERment is <br />attempting to bridge the knowledge gap by educating communities about town and county <br />resources available to them that could impact their community.
