BACKGROUND: This item is continued from the March 19, 2002 BOCC meeting. Based upon the discussion at that meeting, the process and schedule that will be used for updating the Land Use Element has been amended. The attached Comprehensive Plan Land Use Element Process and Schedule describes in detail the 8 steps that will be undertaken during this process. Specific changes in the process include: • An overview of the growth management challenges facing the County will be presented for your review. This information is a more elaborate discussion of the Power Point material presented at the February 25, 2002 BOCC informational meeting. This information will be given to the CPLUC once the BOCC has authorized the distribution. • The CPLUC will begin meeting at the BOCC's discretion. • The Small Area Plan Committees (SAPC) will begin after the BOCC has heard the results of CPLUC meetings and established the committees. • The Community Outreach meetings will begin after the BOCC has heard the results of the SAPC meetings and approved the meeting details. • The dates for each step have not been assigned. The Comprehensive Plan Land Use Element Meetings attachment illustrates the three types of meetings that will be held and the relationship between them. The "Guiding Principle to Implementation Tools"Chart shows the relationship between the BOCC's Guiding Principles and the Goals, Objectives, Policies, and Implementation Tools that will be in the Comprehensive Plan. Finally, the Draft Example of Goals, Objectives, Policies, and Implementation Tools attachment demonstrates how it would look in the Comprehensive Plan.
