1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 18, 2022 <br /> Action Agenda <br /> Item No. 8-g <br /> SUBJECT: Approval of the Assistance Policy and the Procurement and Disbursement Policy <br /> for the 2022 North Carolina Housing Finance Agency (NCHFA) Urgent Repair <br /> Program (URP22) <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: URP22 Assistance Policy Corey Root, Housing Director, <br /> Attachment 2: Orange County (919) 245-2492 <br /> Procurement and <br /> Disbursement Policy <br /> PURPOSE: To authorize the County Manager to sign the updated URP22 Assistance Policy, and <br /> the Procurement and Disbursement Policy (no revisions from previous approved Policy). <br /> BACKGROUND: The North Carolina Housing Finance Agency (NCHFA) requires recipients of <br /> Urgent Repair Program (URP) funds to adopt an Assistance Policy and Procurement and <br /> Disbursement Policy that describes how eligible applicants are selected for the program, and how <br /> the bid solicitation and payment processes for the rehabilitation work are conducted. <br /> The Housing Department proposes the attached updated URP22 Assistance Policy in alignment <br /> with the County's adopted Procurement and Disbursement Policy for rehabilitation and repair <br /> programs. A copy of both policies is attached. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to <br /> this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br />
