Resolution of Intent Tom Altieri, 919-245-2579 <br /> Cy Stober, 919-245-2592 <br /> PURPOSE: To consider adoption of a resolution of intent to update the Orange County's <br /> Comprehensive Land Use Plan in order to maintain compliance with North Carolina General <br /> Statute (NCGS) 160D Article 5. <br /> BACKGROUND: Orange County's comprehensive land use plan (titled "2030 Comprehensive <br /> Plan") is an official public document that provides the framework for long-range land use decision- <br /> making. A comprehensive land use plan serves to guide the County's growth and development <br /> by addressing the land use issues facing the County. By setting goals and objectives through a <br /> comprehensive land use plan, County staff and officials use the document to make policy <br /> decisions that effectively provide a coordinated approach to future growth. In addition, the <br /> adopted Comprehensive Land Use Plan serves as the statutorily-required (NCGS 160D) basis for <br /> Orange County's land use regulations, as well as the application of zoning districts. <br /> The Board of County Commissioners adopted the 2030 Comprehensive Plan, which serves as <br /> the County's comprehensive land use plan, in November 2008. Although the plan has been <br /> reasonably maintained since adoption, an update is recommended by staff to maintain the <br /> authority to enforce zoning regulations, consistent with the requirements of NCGS 160D Article 5. <br /> Funds for consulting services have been provided through the FY 2022-23 Commissioner- <br /> approved annual operating budget to complement County staff resources and initiate an update <br /> to the comprehensive land use plan. <br /> Attachment 1 is a Resolution expressing the County's intent to update Orange County's <br /> comprehensive land use plan. <br /> FINANCIAL IMPACT: There is no direct financial impact to the County associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated with <br /> this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of environmental <br /> laws, regulations, policies, and decisions.
