Schools APFO Ordinance <br /> 5 Chair Gordon said that any changes made to the MOU would be reflected in the <br /> 6 ordinance. <br /> 7 A motion was made by Allen Spalt, seconded by Edith Wiggins to adopt the Schools <br /> 8 Adequate Public Facilities Memorandum of Understanding the model Ordinance ("An Ordinance <br /> 9 Amending the Development Ordinance to Require that the Adequacy of Public School Facilities to <br /> o Accommodate New Development Be Considered in the Approval Process") as discussed and amended. <br /> VOTE: UNANIMOUS <br /> 2 <br /> 3 6. COMPUTER SPREADSHEET DEMONSTRATION OF A STANDARD FORMULA TO BE USED <br /> 4 IN THE IMPLEMENTATION OF SCHOOLS APFO <br /> 5 Craig Benedict made this presentation and explained the formula. The formula would be <br /> 6 calculated on November 15"'each year. <br /> 7 Aaron Cain went through several scenarios to demonstrate the use of the formula. <br /> 8 <br /> 9 7. SLUC TRANSMITTAL TO LOCAL GOVERNING BOARDS FOR PUBLIC HEARINGS AND <br /> o ACTION <br /> 1 A motion was made by Diana McDuffee, seconded by Allen Spalt to authorize the Chair to <br /> 2 transmit the memorandum of understanding (MOU) and ordinance to the local governing boards and-the <br /> 3 school boards, with copies to the SLUC members, Planning Directors and School Superintendents. <br /> 4 VOTE: UNANIMOUS <br /> 5 Craig Benedict will work with Chair Gordon to draft the letter. As part of the process, the MOU <br /> 6 and model ordinance will go through public hearing again. <br /> 7 <br /> 8 Allen Spalt made reference to the memo from County Attorney Geoffrey Gledhill and said that the <br /> 9 section on allocating school capacity among jurisdictions would raise issues with Carrboro that would <br /> o cause extreme delay in the passing of the ordinance. <br /> 1 There may need to be a memo of explanation to Carrboro. <br /> 2 <br /> 3 8.
