Schools and Land Use Council <br /> MARCH 13, 2002 <br /> AGENDA ITEM #5a7#5b, #5c, #5d <br /> Abstract: <br /> Four items within the School APFO Memorandum of Understanding (MOU) <br /> must be agreed upon by the four jurisdictions and two school districts before <br /> the corresponding ordinance can be implemented. These four items are <br /> listed as items 5a-5d. The Joint Schools and Land Use Council will discuss <br /> these items and provide comments and/or recommendations, as appropriate. <br /> The choices for each item are as follows: <br /> 5a. Student Generation Rates <br /> 5a. 1. The Tischler report conducted for the school impact fee study <br /> included public school generation rates for two categories of dwelling <br /> units (single family detached and multi-family). It is based on 1990 <br /> census data with extrapolations to 2000 and is the most detailed report <br /> the county has on the subject. <br /> 2. Another option is to use 2000 census data for children/dwelling unit, <br /> though it would not discriminate between public and private school <br /> children and does not differentiate between types of dwelling units. <br /> Recommendation 5a: Use option 1 since presently it is the most statistically <br /> valid analysis available. <br /> 5b. Membership Method <br /> 5b. Many figures are compiled to describe a district's membership total. <br /> A school facilities task force has recommended membership as the <br /> appropriate measure (instead of enrollment). <br /> The choices for this method are: <br /> 1. 20'' day membership <br /> 2. 40'' day mt.-Tnbership__ <br /> 3. highest monthly average membership of first two months <br /> Note: The highest monthly average has been consistently used by <br /> State Department of Public Instruction for funding. <br /> 4.
