3 <br /> RES-2022-058 Attachment 1 <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> A RESOLUTION OF INTENT TO UPDATE ORANGE COUNTY'S COMPREHENSIVE <br /> LAND USE PLAN <br /> WHEREAS, Orange County's comprehensive land use plan"2030 Comprehensive Plan" <br /> was adopted by the Board of County Commissioners (BOCC) on November 18, 2008; and <br /> WHEREAS, the 2030 Comprehensive Plan has been reasonably maintained through <br /> amendments to the Land Use Element,Future Land Use Map and preparation of small area plans, <br /> including the Orange County-Town of Hillsborough Central Orange Coordinated Area (COCA) <br /> Joint Land Use Plan among others; and <br /> WHEREAS, North Carolina General Statute 160D-501 requires comprehensive plan <br /> updates for local governments to maintain the authority to enforce zoning regulations; and <br /> WHEREAS, the BOCC authorized the release of a Request for Proposals (RFP) for a <br /> consultant to facilitate a Comprehensive Countywide Strategic Plan at its September 20, 2022 <br /> Business meeting; and <br /> WHEREAS, the Comprehensive Countywide Strategic Plan will include data on <br /> demographic, social, and environmental factors and trends; outreach and community engagement; <br /> and a statistically valid community survey; and <br /> WHEREAS, the Comprehensive Countywide Strategic Plan will inform land use <br /> planning, among other County programs and services; and <br /> WHEREAS, monies for consulting services are included in the adopted Orange County <br /> FY 2022-23, annual operating budget to complement County staff resources in updating the 2030 <br /> Comprehensive Plan; <br /> NOW, THEREFORE, BE IT RESOLVED by Orange County that the BOCC <br /> commissions the development of an update to the adopted Comprehensive Land Use Plan, <br /> beginning with information obtained through the Countywide strategic planning process. <br /> Adopted this 18`x' day of October, 2022. <br /> Renee A.
