18 <br /> Cy Stober said that the review is consolidated to include DOT, Fire, Environmental <br /> Health, and Planning. He said that all of those groups are at the table offering comments for the <br /> same site plan. He said it is typical for it to take four or more months for a site plan to be <br /> approved and thinks this application would be a typical review. <br /> Commissioner Greene thanked the public and Planning Board for their comments. <br /> A motion was made by Commissioner Greene, seconded by Commissioner McKee, to <br /> approve the Statement of Consistency (Attachment 5) and Ordinance Amending the Zoning <br /> Atlas (Attachment 6) to allow the rezoning request, as presented. <br /> Commissioner McKee asked if there are any structures being used in the block other <br /> than commercial. <br /> Cy Stober said there one that is being used as a residence and it is one that fronts on <br /> Forest Ave. He said that there is one that has had a substantial addition to it. <br /> Commissioner McKee asked if the majority of it is commercial. <br /> Cy Stober said yes. <br /> Commissioner Hamilton asked if there is a more descriptive language that describes the <br /> Efland Village overlay district. <br /> Cy Stober said he parsed through the ordinance and pulled the most descriptive <br /> language. <br /> Commissioner Hamilton asked if the county commissioners could ever change the <br /> permitted uses under types of medium commercial/industrial use. <br /> Cy Stober said yes, and the entire Unified Development Ordinance is created at the <br /> pleasure of the commissioners as elected by the people of the county. <br /> Chair Price asked what the setback regulations are. <br /> Cy Stober said it is sixty feet. <br /> Chair Price said the village came up many years ago during the Efland-Mebane Small <br /> Area Plan. <br /> Commissioner Hamilton said the language does not necessarily clearly describe what <br /> the Commissioners might want it to be. <br /> Commissioner Richards asked if the proposed changes in signage will address some of <br /> the issues that have been brought up from the community and commissioners. <br /> Cy Stober said the proposed signs are included as an information item on this agenda. <br /> Bonnie Hammersley said once the signs are available, staff will do a media push to <br /> educate residents on the meaning of each sign. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Greene, seconded by Commissioner McKee, to <br /> approve the Statement of Consistency (Attachment 5) and Ordinance Amending the Zoning <br /> Atlas (Attachment 6) to allow the rezoning request, as presented. <br /> VOTE: UNANIMOUS <br /> b.
