45 1 The Board approved and authorized the Chair to sign a resolution confirming the 2 authorization made by the Board of Commissioners in 1983 to allow the Tax Collector to 3 pursue In Rem Foreclosure proceedings to collect delinquent property tax, pursuant to North 4 Carolina General Statute (NCGS) 105-375, in addition to the option to use Mortgage Style 5 Foreclosure pursuant to North Carolina General Statute 105-374. 6 g. Fiscal Year 2022-23 Budget Amendment#1 7 The Board approved the budget, grant, and capital project ordinance amendments for Fiscal 8 Year 2022-23. 9 h. Visitors Bureau's Marketing Communications Management Agreement with Clean, 10 Inc. 11 The Board approved and authorized the Manager to sign the proposed agreement for 12 tourism marketing and advertising with Clean, Inc., and that the funds be encumbered out of 13 the 2022-2023 Visitors Bureau budget. 14 i. Approval of Sale of 0.12 Acre Property, GIS PIN #9779088613, Chapel Hill, NC 15 The Board authorized the sale of the 0.12 acre piece of property, GIS PIN #9779088613, 16 Chapel Hill, NC to Catherine Gihlstorf and Timothy Gallagher for$2,500; and directed the 17 County Attorney's Office to oversee the transfer of the property. 18 j. Proposed Sale of 0.27 Acre Property, GIS PIN #985833971, Hillsborough, NC 19 The Board reviewed the offer to purchase the property; and approved and authorized the 20 Chair to sign the attached resolution authorizing the sale of 0.27 acres of land, GIS PIN 21 #985833971, Hillsborough, NC through a negotiated offer, advertisement and upset bid 22 process, in accordance with North Carolina General Statute 160A-269. 23 k. Amendment to the Contracts of the Attorney and Clerk 24 The Board approved the amendment language as shown, authorized the County Attorney's 25 Office to prepare contract amendments reflecting the amended language, and authorized 26 the Chair to sign the contract amendments for contracts of the Clerk and County Attorney. 27 I. Orange County Transportation Services —Agency Safety Plan Update 28 The Board approved the 2022 Agency Safety Plan (Attachment 1). 29 m. Piedmont Electric Cooperative Easement Agreement - Blackwood Farm Park Phase II 30 The Board approved the deed of easement to Piedmont Electric Cooperative for the 31 installation and maintenance of the electrical facilities and authorized the Chair to sign on 32 behalf of the Board. 33 n. Request for Road Additions to the State Maintained Secondary Road System for 34 Claytor Drive and Saponi Drive in the Riverbend Subdivision 35 The Board forwarded the Petition for Addition to the State Maintained System to the NCDOT 36 for Claytor Drive and Saponi Drive in the Riverbend Subdivision; and recommend the 37 Department of Transportation accept the roads for maintenance as State Secondary Roads. 38 o. Second Quarterly Report (2022 Q2) for Orange County's CDBG-CV Grant 39 The Board reviewed the quarterly report and authorized the Chair to sign the report for 40 submission to the NC Department of Commerce. 41 p. Change in BOCC Meeting Schedule for 2022 42 The Board amended its meeting calendar for 2022 and will conduct all meetings previously 43 scheduled to occur at the Southern Human Services Center at the Whitted Building. 44 45 46 9. County Manager's Report 47 Bonnie Hammersley mentioned the Memorandum on the Strategic Plan for the Board of 48 Orange County Commissioners and that will be coming back at a future meeting. She said that 49 they should think about what type of Board involvement they might want for project oversight. 50 She said they should also consider the scope in regard to community engagement. Staff will 51 need guidance on this to send out an RFP.
