35 <br /> 1 expend funds to prevent opioid use and remedy opioid impacts; Plan and host at least one <br /> 2 annual meeting open to the public to receive input from municipalities on proposed uses of the <br /> 3 settlement funds and to encourage collaboration between local governments. <br /> 4 <br /> 5 VOTE: UNANIMOUS <br /> 6 <br /> 7 A motion was made by Commissioner McKee, seconded by Commissioner Greene, to <br /> 8 approve the proposed composition, with the addition of two flexible positions, of the Orange <br /> 9 County Opioid Advisory Committee. <br /> 10 <br /> 11 VOTE: UNANIMOUS <br /> 12 <br /> 13 A motion was made by Commissioner Fowler, seconded by Commissioner Bedford, to <br /> 14 authorize the Clerk's office to begin soliciting membership applications based on the committee <br /> 15 composition so that the Board can review applications and make appointments by November <br /> 16 15, 2022. <br /> 17 <br /> 18 VOTE: UNANIMOUS <br /> 19 <br /> 20 b. Acknowledgement and Reaffirmation of Uses for the Proceeds from the Article 46 <br /> 21 Sales Tax <br /> 22 The Board considered approving a new Resolution regarding the Economic Development <br /> 23 portion of the Article 46 One-Cent (1/4¢) optional sales and use tax approved by voters on <br /> 24 November 8, 2011; and confirmed Orange County's continued commitment to fund economic <br /> 25 development and public school capital needs for the next ten years, originally evidenced by the <br /> 26 Resolution approved by the Board on June 21, 2011. <br /> 27 <br /> 28 BACKGROUND: On April 5, 2011 the Board of County Commissioners adopted a Resolution <br /> 29 calling for a Special Advisory Referendum to be held on November 8, 2011 concerning the levy <br /> 30 of a One-Quarter-Cent County Sales and Use Tax (Attachment 1). <br /> 31 <br /> 32 On April 19, 2011 the Board of Commissioners adopted A Resolution Regarding Uses of a <br /> 33 Potential Revenues from a One-Quarter Cent (1/4¢) County Sales and Use Tax. The resolution <br /> 34 established a ten-year commitment to allocate 50% of the funding to the County's two school <br /> 35 systems and 50% of the funding to Economic Development initiatives. <br /> 36 <br /> 37 On June 21, 2011 the Board of Commissioners approved an updated Resolution regarding uses <br /> 38 of potential revenues from a One-Quarter Cent (1/4¢) County Sales and Use Tax (Attachment <br /> 39 2). Below are the initial categories identified for the 50% Economic Development portion of the <br /> 40 funding. <br /> 41 <br /> PercentageFocus Area <br /> Expenditures <br /> Debt Service on 60% $750,000 <br /> Infrastructure <br /> • Installation of backbone water and sewer infrastructure in Economic <br /> Development Districts <br /> • Fiber optic availability for non-residential development as appropriate <br /> • Approximately 60% of allocated funds will be used for debt service annually for <br /> the next 10 years <br />
