Opioid Update and Proposed Charge and Composition of the Opioid Advisory <br /> 22 Committee <br /> 23 The Board: <br /> 24 1) Received an update on the Opioid Settlement Memorandum of Agreement (MOA) <br /> 25 between the State of North Carolina and local governments on proceeds relating to the <br /> 26 settlement of Opioid Litigation; <br /> 27 2) Considered selecting Option A or Option B regarding how the County will spend opioid <br /> 28 settlement funds on opioid remediation activities; <br /> 29 3) Discussed and considered a proposed charge and composition establishing the <br /> 30 proposed Orange County Opioid Advisory Committee; and <br /> 31 4) Considered authorizing the Clerk's office to begin soliciting membership applications <br /> 32 based on the Committee composition so that the Board can review applications and <br /> 33 make appointments by November 15, 2022. <br /> 34 <br /> 35 BACKGROUND: In July 2021, a bipartisan coalition of state attorneys general announced the <br /> 36 National Opioid Settlement — a historic $26 billion agreement that will help bring desperately <br /> 37 needed help to communities harmed by the opioid epidemic. The State of North Carolina and all <br /> 38 one hundred counties, including Orange County, joined the agreement. Orange County is <br /> 39 expected to receive $6,799,780 over an 18-year period. <br /> 40 <br /> 41 A Memorandum of Agreement between the state and local government directs how opioid <br /> 42 settlement funds will be distributed in the state. These funds can only be used to address the <br /> 43 opioid epidemic. <br /> 44 <br /> 45 In follow-up to the update, the Board is asked to make a decision on whether the County will <br /> 46 spend opioid settlement funds on opioid remediation activities either under Option A or Option B <br /> 47 as detailed in the MOA. <br /> 48 <br /> 49 The Board also needs to discuss the charge and proposed membership composition of an <br /> 50 Opioid Advisory Committee.
