31 <br /> (1) <br /> 9epaI4MertA Stormwater Management Plan (SMP) shall be prepared for all <br /> Land-Disturbing Activities subject to this Ordinance whenever the proposed <br /> Land-Disturbing Activity exceeds the stormwater thresholds as defined in the <br /> Orange County Watershed Matrix (Table 4.2.10 of this Ordinance).74 <br /> (B) Plan Requirements <br /> (1) Any proposed permanent <br /> Stormwater Control Measures (SCMs)75 must be shown as part of the <br /> SMP and must accompany the <br /> WapLand Disturbing Permit (LDP)76 application submittal package77. SCMs al:@ <br /> tosha1178 meet the requirements of the most current <br /> version79 of the North Carolina Administrative Code Title 15A, Subchapter 02H <br /> Sections .1000 through .1062, and the most current version of the Department of <br /> Environmental Quality (NCDEQ) Stormwater Design Manual. <br /> (2) All calculations for Nutrient Export (including the nutrient accounting tool), Peak <br /> Run-off Volume, and permanent SCMs designed for Nutrient Removal as <br /> applicable per the requirements of Section 6.14 of this Ordinance80.81 must be <br /> included in the LDP application submittal package82. <br /> (3) SCMs that are designed, constructed and maintained in accordance with the <br /> most current version83 of the North Carolina Administrative Code Title 15A, <br /> Subchapter 02H, Sections .1000 through .1062 and the most current version of <br /> the-NCDEQ Stormwater Design Manual, the84 approved accounting tools_85, and <br /> the86 requirements listed in Section 6.14 of this Ordinance87_will be presumed to <br /> meet the required performance standards of Section 6.14 of this Ordinance88. <br /> Submittals containing measures not designed to these specifications, may be <br /> approved on a case by case basis provided the applicant provides adequate data <br /> and information showing how the deviations meet the requirements of Section <br /> 6.14 of this Ordinance89. <br /> (C) Plan Approval <br /> The Erosion Control Officer is authorized to approve any <br /> SMP which is in conformance with the performance standards specified in the most <br /> 74 Section 2.21.1 (A) updated so as to reference the "Orange County Watershed Matrix Table(located in new <br /> Section 4.2.10 for determining land disturbancethresholds specificto each watershed within Orange County. <br /> 11 "Stormwater Control Measures"is correctly noted to match the Definitions section of this Ordinanceand the <br /> appropriate acronym for Stormwater Control Measures(SCMs) is included—NOTE.
