Joint Planning Reviews from Town of <br /> Chapel Hill and Town of Carrboro <br /> PURPOSE: To hold a public hearing, receive the Planning Board and staff recommendations, <br /> receive public comment, close the public hearing, and consider action on County-initiated <br /> amendments to the Unified Development Ordinance (UDO) that are necessary to conform <br /> Orange County's UDO to the State's most current Model Ordinances for Erosion & <br /> Sedimentation Control (E&SC), Stormwater Management, and Performance Guarantee <br /> requirements as mandated by applicable North Carolina General Statutes and State design <br /> manuals. <br /> BACKGROUND: As Planning staff shared during the May 18, 2021 public hearing to adopt <br /> UDO amendments related to North Carolina General Statute (NCGS) 160D, additional <br /> amendments related to stormwater Performance Guarantees were necessary and were moving <br /> forward on a separate path for consideration. The proposed UDO amendments proposed now <br /> seek to specifically: <br /> • Ensure that County regulations are consistent with NCGS Chapter 160D-804.1, related to <br /> the acceptance of Performance Guarantees; <br /> • Update existing E&SC and Stormwater Management regulations to coincide with 15A <br /> North Carolina Administrative Code (NCAC) Chapter 4: Sedimentation Control Rules, <br /> 15A NCAC 02H .1000 through .1062: Stormwater Management Rules, the most current <br /> North Carolina Department of Environmental Quality (NCDEQ) Erosion and Sediment <br /> Control Planning and Design Manual, and the most current version of the NCDEQ <br /> Stormwater Design Manual; <br />
