1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 3, 2022 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Grant of an Easement to the North Carolina Department of Transportation <br /> (NCDOT) Related to the 1-40/1-85 Widening Project <br /> DEPARTMENT: Asset Management Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Plat John Roberts, County Attorney, 245- <br /> 2318 <br /> PURPOSE: To authorize the sale of an easement to NCDOT to assist in the widening of 1-40/1- <br /> 85. <br /> BACKGROUND: Orange County holds title to the parcel of property on which Cedar Ridge <br /> High School is located. Orange County originally took title to this property as part of a financing <br /> arrangement. NCDOT is seeking an easement across an unused portion of the property for its <br /> interstate widening project. NCDOT is offering $1,400 for the .065 acre easement area shown <br /> on the attached plat. At its September 12, 2022 business meeting, the Orange County Board of <br /> Education indicated its support for the sale and transfer of the easement from Orange County to <br /> NCDOT with the understanding the $1,400 will be transferred to Orange County Schools. <br /> Orange County's Bond Counsel and the Chief Financial Officer indicate the Cedar Ridge High <br /> School property is no longer collateralized, and at a later date, staff will recommend the property <br /> be transferred back to Orange County Schools. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. The $1 ,400 sale <br /> price will be transferred to the Orange County School District. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends the Board authorize the Asset <br /> Management Services Department to prepare or review all necessary documentation to <br /> complete this transaction and authorize the Chair to execute the easement and other required <br /> documents. <br />
