8 <br /> 1 1. The proposal is consistent with goals/objectives outlined within the Comprehensive Plan <br /> 2 concerning development, including: <br /> 3 a. Land Use Goal 3: A variety of land uses that are coordinated within a program <br /> 4 and pattern that limits sprawl, preserves community and rural character, <br /> 5 minimizes land use conflicts, supported by an efficient and balanced <br /> 6 transportation system. <br /> 7 b. Economic Development Objective ED-2.1 of the 2030 Comprehensive Plan: <br /> 8 Encourage compact and higher density development in areas served by water <br /> 9 and sewer. <br /> 10 2. The proposal is consistent with the appropriate and allowed zoning districts for the <br /> 11 Commercial-Industrial Transition Activity Node (CITAN), as shown in the Land Use and <br /> 12 Zoning Matrix contained in Appendix F of the Comprehensive Plan. <br /> 13 3. The amendment is consistent with the adopted Efland-Mebane Small Area Plan which <br /> 14 called for a mix of uses in this area. <br /> 15 <br /> 16 The Planning Director recommends approval of the Statement of Consistency, indicating the <br /> 17 amendments are reasonable and in the public interest, contained in Attachment 5 and the <br /> 18 proposed zoning atlas amendment ordinance contained in Attachment 6. <br /> 19 <br /> 20 Effect of Denial or Withdrawal: In the event the rezoning application is denied or withdrawn, it <br /> 21 should be noted that Section 2.2.8 of the UDO states that no application for the same or similar <br /> 22 amendment, affecting the same property or portion thereof, may be submitted for a period of <br /> 23 one year.
