Application for Zoning Atlas Amendment — Undeveloped Parcel (PIN 9844-88-7024) at <br /> 3 Northeast Corner of Forrest Avenue and Efland-Cedar Grove Road, Efland <br /> 4 The Board held a public hearing, received the Planning Board/staff recommendation and public <br /> 5 comment, closed the public hearing, and considered action on an applicant-initiated Zoning <br /> 6 Atlas Amendment for a 2.32 acre parcel at the northeast corner of Forrest Avenue and Efland- <br /> 7 Cedar Grove Road in Efland, Cheeks Township, Orange County. <br /> 8 <br /> 9 BACKGROUND: The basic facts concerning this application (Attachment 1) are as follows: <br /> 10 <br /> 11 Applicant: Irwin Properties, LLC <br /> 12 346 Elizabeth Brady Road <br /> 13 Hillsborough, NC 27278 <br /> 14 <br /> 15 Parcel Information: A. Parcel and Size: PIN 9844-88-7024. An approximately 2.32 <br /> 16 acre parcel; <br /> 17 B. Township: Cheeks; <br /> 18 C. Current Zoning: Rural Residential (R-1); <br /> 19 Major Transportation Corridor (MTC) Overlay District; Efland <br /> 20 Village Overlay District; and Upper Eno Protected Watershed <br /> 21 Overlay District; <br /> 22 D. Requested Zoning: Medium Industrial (1-2); <br /> 23 No amendments to the three existing overlay districts are <br /> 24 proposed. <br /> 25 E. Future Land Use Map (FLUM) Designation: Commercial- <br /> 26 Industrial Transition Activity Node (CITAN) (Attachment 2); <br /> 27 STAFF COMMENT. The "Land Use and Zoning Matrix" in <br /> 28 Appendix F of the Comprehensive Plan indicates the 1-2 <br /> 29 zoning district is an appropriate zoning district in areas <br /> 30 designated as CITAN. <br /> 31 F. Growth Management System Designation: Urban <br /> 32 Designated; <br /> 33 G. Existing Conditions/Physical Features: The parcel is <br /> 34 currently undeveloped; the topography is relatively flat with <br /> 35 drainage swales. Other than a small clump of trees near the <br /> 36 center of the parcel and three additional clumps of trees on the <br /> 37 eastern property line, the parcel has been cleared of <br /> 38 vegetation (other than grass that is kept mowed) for years; <br /> 39 H. Roads: The parcel has approximately 200 feet of frontage <br /> 40 along Forrest Avenue on the south side of the parcel, and <br /> 41 approximately 280 feet of frontage along Efland-Cedar Grove <br /> 42 Road on the west side of the parcel; <br /> 43 1.
