<br /> Section 10.1: Definitions
<br /> For purposes of quasi-judicial evidentiary hearings an interested party is one who has standing as that
<br /> term is defined by applicable North Carolina statutory and case law.
<br /> Junk Yard
<br /> An establishment operated or maintained for the purpose of storing, dismantling, salvaging, recycling,
<br /> buying or selling scrap or used materials such as paper, metals, rubber, rags, glass, wrecked, used or
<br /> dismantled products and articles, such as machinery, vehicles, appliances and the like.
<br /> Junked or Wrecked Motor Vehicles
<br /> Motor Vehicles which do not display a current license plate or a current registration sticker and which
<br /> either: (a) are partially dismantled or wrecked, or(b) cannot be self-propelled or moved in the manner in
<br /> which originally intended to move.
<br /> Kennel (Class II)
<br /> An establishment involving animals of any species, excluding domesticated livestock, engaged in any of
<br /> the following:
<br /> a) The owning or keeping, for any purpose, of 20 or more animals
<br /> b) The selling and/or training of guard dogs or security dogs
<br /> c) The keeping of more than five animals at any given time for the purpose of breeding, boarding, or
<br /> rehabilitation.
<br /> The operator of a Kennel (Class II)shall be allowed to reside on the property to ensure the continuous
<br /> care of the animals kept on-site.
<br /> Lamp

<br /> Land-Disturbing Activity
<br /> Any use of the land by any Person in residential, industrial, educational, institutional, or commercial
<br /> development, highway and road construction and maintenance396 that results in a change in the natural
<br /> cover or topography that may cause or contribute to sedimentation.
<br /> Landfill
<br /> A site within which is deposited solid waste material, including trash, construction debris, stumps,
<br /> branches and limbs, garbage and industrial waste.
<br /> Landfill, Discharging
<br /> A landfill facility with liners, monitoring equipment and other measures to detect and/or prevent leachate
<br /> from entering the environment and in which the leachate is treated on site and discharged to a receiving
<br /> stream. Discharging landfills require a National Pollution System (NPDES) Permit from the North
<br /> Carolina Division of Water Qual+tyResources.397
