ORANGE COU f T <br /> NORTH CAROLINA <br /> MEMORANDUM <br /> TO: Board of County Commissioners <br /> Bonnie Hammersley, Orange County Manager <br /> Travis Myren, Orange County Deputy Manager <br /> FROM: Cy Stober, Planning & Inspections Director <br /> CC: Perdita Holtz, AICP, Special Project Supervisor <br /> Patrick Mallett, Interim Current Planning Supervisor <br /> All Current Planning Staff <br /> DATE: October 3, 2022 <br /> SUBJECT: Proposed Unified Development Ordinance Amendment to Revise <br /> Neighborhood Information Meeting Responsibilities and Roles <br /> Staff is initiating a text amendment to Article 2, Sections 7, 9, 14, 15, & 24 of the Unified <br /> Development Ordinance to revise the requirements for Neighborhood Information Meetings <br /> (NIM) to be maintained, but shifting the hosting and notification responsibilities of these <br /> meetings from Orange County Planning staff to the Applicant. This shift in NIM responsibilities <br /> will apply to special use, rezoning, and major subdivision requests, which can be approved, <br /> respectively, by the Board of Adjustment, Board of County Commissioners, and Planning <br /> Department staff. The current requirements create the perception that County staff is <br /> presenting and promoting these requests rather than the applicant and generate confusion <br /> about what a staff recommendation for a request versus staff presentation of a project. It is the <br /> intention to maintain a County presence at NIMs to verify the meeting's occurrence and content. <br /> Please communicate any feedback or questions to Tyler Sliger, Planner II <br /> (tsliger(c-b-orangecountync.gov) or Cy Stober, Planning & Inspections Director <br /> (cstober orangecountync.gov). <br />
