These population - balanced super districts would encourage county - centric <br />consensus on policy decisions. <br />By reconciling the adversarial perceptions that existing BOCC policy is dominated by urban voters and that the new <br />representation bill's approval by the Legislature will strengthen urban domination through narrow district- centrism, <br />super districting is an alternative that encourages fair, responsive and representative government while in keeping <br />with both the letter and spirit of one - person, one -vote, <br />Artie L.
