1 <br />MINUTES <br />TASK FORCE <br />ON THE PROCESS FOR <br />ELECTING COUNTY COMMISSIONERS <br />JUNE 2, 1993 <br />The Task Force on the Process for Electing County Commissioners met <br />for their organizational meeting on Tuesday, June 2, 1993 at 6:15 <br />p.m. in the Government Services Center, Hillsborough, N.C. <br />MEMBERS PRESENT: Keith Cook, Richard Hammer, Patrick Mulkey, <br />Rachel Lynch -Gaya, Linda Carver, and Gloria Williams <br />COMMISSIONERS PRESENT: Moses Carey, Jr. <br />STAFF_ PRESENT:_ County Manager John Link, Deputy Clerk Kathy Baker. <br />Commissioner Carey called the meeting to order. He indicated <br />that last year the Board of Commissioners committed to a goal of <br />discussing and gathering public comment on the fairness and /or <br />unfairness of the current process for electing county <br />Commissioners. If this Task Force determines that it is in some <br />way unfair, they need to answer the following questions. In what <br />way is it unfair and to whom is it unfair? The County <br />Commissioners have charged this Task Force with addressing these <br />questions and making a recommendation to the Board of <br />Commissioners. The Commissioners are committed to this review <br />process. It is important to seriously consider the question of <br />fairness. The Justice Department is currently scrutinizing the <br />election process of other North Carolina counties because of <br />apparent racial discrimination in the election process. If this <br />group feels that the issue has merit, public comment needs to be <br />gathered. He asked that the Task Force make every effort possible <br />to adhere to the June 30th completion date. John Link and <br />Commissioner Carey left to attend the Board of Commissioners <br />meeting. Commissioner Carey turned the meeting over to Keith Cook <br />to Chair the remainder of the meeting. <br />In response to a question from Patrick Mulkey, Commissioner <br />Carey indicated that if the Task Force requested that more time be <br />made available to them to complete their final report, the Board of <br />Commissioners would be willing to favorably consider that request. <br />The following Public Hearing dates were selected: <br />Wed June 16 7:00 pm @ Guy B. Phillips Jr. High School <br />Chapel Hill <br />Thurs June 17 7:00 pm @ New County Court House Superior Court <br />Room, Hillsborough <br />
