MINUTES <br />TASK FORCE ON THE PROCESS FOR ELECTING <br />JUNE 30, 1993 <br />31 <br />COUNTY COMMISSIONERS <br />The Task Force on the Process for Electing County <br />Commissioners met in regular session on June 30, 1993 in the <br />Government Services Center, 200 S. Cameron Street, Hillsborough, <br />North Carolina. <br />MEAiBERS PRESENT: Chair Keith Cook, and Members Sharon Worthington, <br />Patrick Mulkey, Robert Ferguson, Richard Hammer, Gloria Williams, <br />Rachel Lynch -Gaya, and Linda Carver. <br />STAFF._PRE$ENT_ John Link, Jr., County Manager; Kathleen Baker, <br />Deputy Clerk to the Board. <br />The meeting was called to order at 7:15 p.m. by Chair Keith Cook. <br />He stated that an attempt would be made to conclude the task of <br />this group before the meeting was adjourned, however, it that is <br />not possible, the County Commissioners will be asked to extend the <br />life of this Task Force in order for the issue to be considered <br />further. <br />MINUTES: A motion was made by Linda Carver, seconded by Rachel <br />Lynch -Gaya, to approve the minutes of the June 2, 1993 meeting, as <br />corrected. <br />VOTE: UNANIMOUS <br />A motion was made by Linda Carver, seconded by Rachel Lynch -Gaya, <br />to approve the minutes of the June 16, 1993 meeting, as circulated. <br />VOTE: UNANIMOUS <br />A motion was made by Linda Carver, seconded by Rachel Lynch -Gaya, <br />to approve the minutes of the June 17, 1993 meeting, as circulated. <br />VOTE: UNANIMOUS <br />The breakdown of citizens who responded to the survey which was <br />undertaken at Hog Day, the Farmers Market as well as those who <br />spoke at the two Public Hearings follows: <br />SUPPORT CURRENT SYSTEM: 18 <br />CURRENT SYSTEM UNFAIR: 153 <br />A lengthy discussion ensued during which the following comments <br />were made: <br />Joe Ferrell, who is with the Institute of Government, indicated <br />that the chart which compared number of Commissioners to size of <br />County was of no particular significance in relation to the <br />question of fairness. Most of the Boards who have enlarged their <br />Boards have done so to increase minority representation, not <br />because of the size of the population in the county. In some <br />
