90 <br />voter to understand and that it cannot be implemented with the present voting <br />machines or the ones the County will be getting. They would have to return to <br />paper ballots which would be extremely difficult for the counters. There would <br />be less people voting and a lot of problems for the counters. <br />Bob Ferguson feels the easiest and simplest would be cumulative voting. <br />You have so many votes and can pick and choose on how to spend those votes. <br />It could be used with the present voting machines. <br />Mr. Mortimer made reference to an exit pole for cumulative voting whereby <br />90% of the people participating filled out the ballots correctly. <br />the company that makes voting machines and they feel that software can be <br />developed to read the ballots for cumulative voting. He called <br />Bob Ferguson commented that it would be costly to develop the software and <br />that they should be responsible for not spending additional taxpayers money and <br />suggest something that can be used with the present voting machines. <br />Gloria Williamson <br />proportional voting. stated for the record that she cannot support <br />A motion was made by Bob Ferguson, seconded by Patrick Mulkey to .recommend <br />to the County Board of Commissioners that the Board be expanded to seven <br />members and that the two favored methods of election would be cumulative voting <br />and a combination of district and at large. This motion was amended b <br />Hammer to clarify residential districts with five from residential districts <br />and two at large. y Richard <br />VOTE: UNANIMOUS <br />It was clarified that people would be nominated from within the district <br />and voting would take place in the district in the primary and then the winners <br />would be placed on the ballot and voted on at large by all the voters in the <br />County. <br />Keith Cook indicated that he will give this report at the August 4th <br />meeting. Copies of these minutes and a copy of the report will be sent to all <br />members of this Task Force prior to that meeting. He invited all members to <br />attend the meeting to help answer any questions the Board members may have. <br />The members thanked Kathy Baker for providing staff support <br />committee.
