iale.,J q as <br />METHOD OF ELECTION OF COUNTY COMMISSIONERS <br />COUNTIES FOR POPULATION /CONCENTRATION <br />COMPARISON WITH ORANGE COUNTY <br />Based on a Board of County Commissioners' request relating to the method of election <br />for county commissioners, staff conducted a review of the 2003 certified populations, and <br />the concentration of those populations, for the other 99 counties in North Carolina to <br />determine which counties had both similar population numbers to Orange County AND a <br />significant population concentration in one portion of the county as is the case in Orange <br />County. For comparison to Orange County and its population of approximately 120,881, <br />staff first established a minimum threshold population of 85,000 and a maximum <br />population of 155,000 (35,000 below and above Orange County's estimated population). <br />Secondly, staff established a minimum population concentration percentage in a specific <br />area of a county at 40 %. This compares to the approximate 67% population <br />concentration in southeastern Orange County.
