C <br />VI, Section 6 of the N.C. Constitution provides "[e]very qualified voter in North Carolina who is <br />21 years of age, except as in this Constitution disqualified, shall be eligible for election by the <br />people to office.." And, Article VI, Section 8 of the N.C. Constitution disqualifies for office any <br />person who is not qualified to vote in an election for that office. A qualified voter in an election <br />district is one who is a resident of (resides in) that district.
