6. local Government Cooperative Planning <br />a. Efland-Mebane Small Area Plan Task Force - At the December 14, <br />2004 BOCC meeting, the BOGC appointed a citizen task force to assist <br />Planning Staff with the development of a Small Area Plan for the Efland <br />area. The Task Force has 14 members comprised primarily of community <br />representatives and two members from the City of Mebane: Patty <br />Philipps, an elected official who serves on the City Council and Everette <br />Greene, the City of Mebane's Planning Board chairperson. Other County <br />departments have presented information to the Task Force, including the <br />county s TDR consultant. <br />The Task Force met for the first time on January 25, 2005 and has met a <br />total of eight (8) times this year, with the most recent meeting occurring on <br />June 30, 2005. A list of "Consensus Ideas" resulting from topics <br />discussed at the meetings has been developed and Planning Staff is <br />currently working on draft text for a plan. The Task Farce will be re- <br />convened in mid-September to continue work on the draft Area Plan. <br />The group has generally acknowledged that there are limitations on the <br />amount and extent of growth potential in the area. With this in mind, <br />planning ideas will be sought to coordinate future land use with resources <br />and services. <br />Topics to be addressed in the Small Area Plan include: <br />• Review of the 1981 Orange County Land Use Plan (LUP) <br />• Review of the 1991 Efland Plan (covered a smaller geographic area <br />than the area currently under review) <br />• Area Analysis <br />• Infrastructure <br />^ Water service <br />• Sewer service <br />• Transportation network <br />• Communication systems <br />• Land Use and Zoning (including subdivision and community design <br />issues) <br />• Parks and Recreation <br />• Housing <br />• Economic Development <br />Planning Staff is working towards completing the Efland-Mebane Small <br />Area Plan by the fall of 2005 and bringing it to the BOCC for review and <br />consideration in late 2005 or early 2006. <br /> <br />
