36 <br /> Commissioner Richards said limiting comment on these items, or having a <br /> Commissioner use their comment period for the item if they are sponsoring it are other ideas for <br /> streamlining. <br /> Commissioner Bedford said she wants to add some things that have not been <br /> mentioned to see if others share her concern. She said she would like to receive information on <br /> economic development in one closed session and have it come back to a second closed <br /> session for decision. She said she would also like some clarification from the Clerk about why <br /> some emails are being read at meetings. <br /> Chair Price said that she directed the Clerk to read the emails at the meetings. <br /> Commissioner Hamilton said she agrees with Commissioner Bedford's concern because <br /> it impacts the expectation for what the rest of the community is. She also said that before Chair <br /> Price just explained it, the rest of the Board had to context or understanding of why that was <br /> done. She said if they are making an exception it should be made clear it is the exception and <br /> not the rule. <br /> Commissioner Richards said she thought emails they receive are included in the record. <br /> Commissioner Bedford said they are on the website, but are not included in the minutes. <br /> Commissioner Bedford said she also wants clarification on how Commissioners address <br /> one another (formal and informal depending on type of meeting). She said the Board needs to <br /> talk about a policy on remote attendance. She said they need to put the Arts Moment issue on <br /> the list to follow up. She said better relationships with people on other elected <br /> bodies would also be beneficial and would help reduce misunderstandings between groups, so <br /> the Board should try to reach out more. <br /> Commissioner Greene said she thinks this is something each Board member will need <br /> to take on individually. <br /> Commissioner Fowler said the Board needs to hold each other accountable by creating <br /> rules regarding committee assignments, like to attend or find a replacement if you cannot <br /> attend. She said they also need to uphold a culture of respect and responsibility on the Board, <br /> as well as showing decorum in public settings. <br /> Commissioner Bedford asked if the Board needs a better pre-screening process before <br /> making appointments to some of the advisory boards (OWASA, Durham Tech). <br />
