10 <br /> Lydian Altman said this is a great example of being clear on what important words <br /> mean. <br /> Travis Myren added that the County Attorney, John Roberts, confirmed there are no <br /> limitations on Article 46 funding. <br /> The Board recessed for a break from approximately 10:10 am until 10:20 am. <br /> Commissioner McKee did not return to the meeting via Zoom following the break. <br /> Before jumping back into retreat topics, Bonnie Hammersley introduced Cy Stober, the <br /> new Planning and Inspections Director. <br /> The Board reviewed the agenda attachment titled "ARTICLE 46: Overview of Orange <br /> County's Key Economic Development Programs, Expenditures & Return on Investment <br /> Measures Tied to Article 46" <br /> Check in on Goals and Guidance <br /> • History <br /> * Progress <br /> CHECK-IN ON GOALS AND • Changes to content, <br /> GUIDANCE process, use? <br /> - Strategic Planning: <br /> Purpose, Practices, <br /> Considerations <br /> • Goals as Guidance <br /> • Next Steps <br /> Lydian Altman reviewed the purpose of this conversation listed on the slide above. <br /> Travis Myren said the Board has a handout of the goals that were adopted by the Board <br /> in 2016, which was the last time a comprehensive discussion took place on Board goals. He <br /> said the social justice goals (approved in 2015) and environmental goals (approved in 2019) are <br /> included on every agenda abstract. He said page 27 of the retreat packet shows the priorities <br /> as discussed at the previous year's retreat and how all departments have made efforts to <br /> implement the priorities. <br /> Lydian Altman said the Board should never lose an opportunity to celebrate progress, <br /> and asked what they are proud of when reading through the work the county has done, or even <br /> something not on the list. <br /> Commissioner Bedford said one of the big things she is proud of was transitioning to <br /> Alliance as the county's MCO, and also leading the state in COVID-19 vaccines. <br /> Commissioner Greene celebrated the county's broadband initiative. <br />
