Consolidated Agreement - Final Page 15 <br /> In Compliance with th&above DHHS Memorandum, DPH developed, and DHHS <br /> approved, a Subrecipient Monitoring Plan dated January 14, 2000. DPH is defined as a <br /> "Pass-through entity"for the purposes of the Subrecipient Monitoring Plan. Local Health <br /> Departments are defined as a "Subrecipient agency" (i.e., not-for-profit or government <br /> agency ...receiving Federal funds.) <br /> The Department shall participate fully in "Subrecipient Monitoring" by bHHS-DPH should <br /> the Department be deemed high risk by nature of its risk assessment (component of the <br /> DPH Plan.) <br /> 3.
