<br />6. Special Presentations (8:20-8:50) <br />a. Oran6e Comity Arts Grant Recipients (Fall 2003) <br />The Board will acknowledge and present checks to local artists and arts organizations receiving Fall 2003 <br />Orange County Arts Grants. <br />b. Oranize County Rape Crisis Center's 30th Anniversary Art Project Placement <br />The Board will consider a temporary location, preferably the Southern Human Services Building located in <br />Chapel Hill, to house the 30th Anniversary art project of the Orange County Rape Crisis Center taking into <br />consideration the location, security, safety, content appropriateness and other issues related to the art project. <br />c. Affordable Housin! Performance Presentation <br />The Board will receive the first Affordable Housing Performance Report from the Orange County <br />Affordable Housing Advisory Board. <br />d. OWASA Water Reclamation and Reuse, Biosolids Land Application Programs <br />The Board will consider information about OWASA's; 1) planned Water Reclamation and Reuse Program <br />and proposed implementation of water reclamation and reuse system with the University; and 2) biosolids <br />land application program. <br />Public Hearings (8:50-9:00) <br />a. Orange County Consolidated Housing Plan Update <br />The Board will receive comments from the public regarding the housing and non-housing needs to be <br />included in the 2004-2005 Annual Update of the Consolidated Housing Plan for Housing and Community <br />Development Programs in Orange County and proposed uses of 2004-2005 HOME funds. <br />8. Minutes <br />The Board will consider corrections and/or approval of minutes as submitted by the Clerk to the Board as <br />listed: <br />September 25, 2003 - BOCC Public Hearing on Animal Shelter Operations <br />September 29, 2003 - BOCC Joint Meeting with School Boards <br />October 1, 2003 - BOCC Regular Meeting <br />October 21, 2003 - BOCC Regular Meeting <br />December 4, 2003 - BOCC Public Hearing on the Potential Impacts of a Possible School Merger <br />b. Appovitments <br />(1) Homestead and High School Roads Safety Task Force <br />The Board will consider one appointment to the Homestead and High School Roads Safety Task Force. <br />c. Motor Vehicle Property Tai Release/Refunds <br />The Board will consider adoption of a refund resolution related to 190 requests for motor vehicle property <br />tax releases or refunds in accordance with North Carolina General Statutes. <br />d. Property Value Changes <br />The Board will consider approving value changes made in property values after the 2003 Board of <br />Equalization and Review has adjourned. <br />e. Resolution Creating a Special Board of Equalization and Review <br />The Board will consider a resolution providing for the appointment of a special board of equalization and <br />review to carry out the statutory responsibilities of ensuring that tax lists and tax records comply with the <br />provisions of the North Carolina Machinery Act; and establish the recommended level of compensation for
