36 1 Commissioner Bedford said she wants to add some things that have not been 2 mentioned to see if others share her concern. She said she would like to receive information on 3 economic development in one closed session and have it come back to a second closed 4 session for decision. She said she would also like some clarification from the Clerk about why 5 some emails are being read at meetings. 6 Chair Price said that she directed the Clerk to read the emails at the meetings. 7 Commissioner Hamilton said she agrees with Commissioner Bedford's concern because 8 it impacts the expectation for what the rest of the community is. She also said that before Chair 9 Price just explained it, the rest of the Board had to context or understanding of why that was 10 done. She said if they are making an exception it should be made clear it is the exception and 11 not the rule. 12 Commissioner Richards said she thought emails they receive are included in the record. 13 Commissioner Bedford said they are on the website, but are not included in the minutes. 14 Commissioner Bedford said she also wants clarification on how Commissioners address 15 one another (formal and informal depending on type of meeting). She said the Board needs to 16 talk about a policy on remote attendance. She said they need to put the Arts Moment issue on 17 the list to follow up. She said better relationships with people on other elected 23 bodies would also be beneficial and would help reduce misunderstandings between groups, so 24 the Board should try to reach out more. 25 Commissioner Greene said she thinks this is something each Board member will need to 26 take on individually. 27 Commissioner Fowler said the Board needs to hold each other accountable by creating 28 rules regarding committee assignments, like to attend or find a replacement if you cannot 29 attend. She said they also need to uphold a culture of respect and responsibility on the Board, 30 as well as showing decorum in public settings. 31 Commissioner Bedford asked if the Board needs a better pre-screening process before 32 making appointments to some of the advisory boards (OWASA, Durham Tech). 33 Lydian Altman clarified that this would be so there is better matching with qualification 34 and responsibilities of each board.
