36 <br /> 1 Commissioner Bedford said she wants to add some things that have not been <br /> 2 mentioned to see if others share her concern. She said she would like to receive information on <br /> 3 economic development in one closed session and have it come back to a second closed <br /> 4 session for decision. She said she would also like some clarification from the Clerk about why <br /> 5 some emails are being read at meetings. <br /> 6 Chair Price said that she directed the Clerk to read the emails at the meetings. <br /> 7 Commissioner Hamilton said she agrees with Commissioner Bedford's concern because <br /> 8 it impacts the expectation for what the rest of the community is. She also said that before Chair <br /> 9 Price just explained it, the rest of the Board had to context or understanding of why that was <br /> 10 done. She said if they are making an exception it should be made clear it is the exception and <br /> 11 not the rule. <br /> 12 Commissioner Richards said she thought emails they receive are included in the record. <br /> 13 Commissioner Bedford said they are on the website, but are not included in the minutes. <br /> 14 Commissioner Bedford said she also wants clarification on how Commissioners address <br /> 15 one another (formal and informal depending on type of meeting). She said the Board needs to <br /> 16 talk about a policy on remote attendance. She said they need to put the Arts Moment issue on <br /> 17 the list to follow up. She said better relationships with people on other elected <br /> 23 bodies would also be beneficial and would help reduce misunderstandings between groups, so <br /> 24 the Board should try to reach out more. <br /> 25 Commissioner Greene said she thinks this is something each Board member will need to <br /> 26 take on individually. <br /> 27 Commissioner Fowler said the Board needs to hold each other accountable by creating <br /> 28 rules regarding committee assignments, like to attend or find a replacement if you cannot <br /> 29 attend. She said they also need to uphold a culture of respect and responsibility on the Board, <br /> 30 as well as showing decorum in public settings. <br /> 31 Commissioner Bedford asked if the Board needs a better pre-screening process before <br /> 32 making appointments to some of the advisory boards (OWASA, Durham Tech). <br /> 33 Lydian Altman clarified that this would be so there is better matching with qualification <br /> 34 and responsibilities of each board. <br />
