23
1 Chair Price added it is also important to engage advisory board members because their
2 work should be relevant to that of the Board. She said this would be a good check and balance.
3 Lydian Altman asked staff what questions would be helpful to have answered during this
4 discussion.
5 Travis Myren asked to revisit the questions on the slide below:
Your Planning Von:ReMeacn Questions
Why do you want to plan?
Haw will things be dlfferenf?
What's the scope of your plan?
Who has a stake In the plan?
How will you use and share your plan?
Who leads what?
pv, nm..n wnuacansaarner`y
Haw much will you commit?
6
7 Lydian Altman said one of the quesitons about scope would be whether it is community
8 focused or internally focused. She said she believes the Board would like it to be community
9 focused.
10 The Board agreed.
11 Lydian Altman said that then raises the engagement question in a big way. She said for
12 "who leads what", they discussed the type of role the Board may have vs. a consultant vs. staff.
13 She noted that this also raises the issue of capacity again for what the county will be able to
14 take on interally.
15 Commissioner Fowler asked what staff feels its capacity is for getting community
16 feedback vs. consultant.
17 Bonnie Hammersley said she would recommend a consultant.
18 Commissioner Hamilton asked for the cost range for a consultant and some examples of
19 processes that are 6 months vs. a year.
20 Lydian Altman asked if the Board would like a performance management component for
21 the example. She said a strategic plan framework with minimal community engagment is
22 $50,000-$70,000. She said performance management is a big question mark.
23 Bonnie Hammersley said Durham is currently doing transit planning with very broad
24 community engagement and they are spending half a million dollars. Bonnie Hammersley said
25 the county did focus groups rather than full community engagment for the recovery plan and the
26 total cost was $250,000 between the county and towns.
27 Travis Myren asked if the Board was looking for fully community organization, like going
28 out directly to the community.
29 The Board said not necessarily, and Commissioner Bedford said she liked the idea
30 Lydian Altman shared about the engagement sessions at firehouses.
31 Lydian Altman said there are a lot of ways they could approach community engagement
32 including surveys, large forums, or focus groups like they did previously. Bonnie Hammersley
33 said the county got a lot of grief over the recovery plan not being far reaching enough and
