Attachment 2a <br />Provisions to assure that there are opportunities for the public to provide written <br />comments; <br />e, Provisions to assure that the required public hearings are held; and <br />f, Provisions to assure the consideration of and response to public comments. <br />5.. Reporting Mechanism -The lead advisory board(s) chair(s) and/or staff can update the <br />Board of County Commissioners as each element begins and at periods throughout the <br />element development process. The RADAR farm may be used as a primary reporting <br />merhanism, <br />6a. Lead Advisory Board(s) Perspective and Work Products -The Lead Advisory <br />Board(s) will conduct focused 'discovery' and assessment of existing conditions based <br />on their own area(s) of interest and perspective, The Lead Advisory Board(s) will <br />address trends, challenges and solutions in a consistent format, Studies or reports can <br />be used as appendices to the Element. The completed Element should include goals, <br />objectives, and action strategies for accomplishing said goals. Action strategies shall be <br />identified and categorized as either Regulatory or Non-Regulatory (voluntary) or other <br />specific implementation strategy. The final work product could also include <br />majority/minority reports and priorities if necessary, <br />6b, Planning Board Ordinance Review Committee -Should an Element include <br />Regulatory action strategies, involving amendment to any of the county's land use <br />ordinances (i,e, zoning, subdivision, etc.), such strategies shall be brought forward to the <br />Planning Board Ordinance Review Committee for discussion and comment prior to the <br />Element Public Hearing adoption process. Non-regulatory items or policies that will be <br />otherwise implemented will note the 'action strategy' to implement the policy. This may <br />be directly through the BOCC (e.g„ Affordable Housing Policy). <br />7, Public Hearing Process -The lead Advisory Board(s) and Departments that are <br />responsible far the specific element will be the 'ambassadors' with staff support to escort <br />these updates through the process.. <br />Note: Comprehensive Plan Consistency Coordinator -The Planning Department, <br />Comprehensive Planning Division would offer a dedicated liaison planner to be the <br />coordinator and liaison with other departments as they undertake their specific element <br />update. This will not be a lead planning or planner role for individual elements, but a <br />fuhction that ensures consistency in Element format and layout. The Consistency <br />Coordinator will not be involved in the development of the respective element's content, <br />but may provide base demographic and socio-economic data.
