Attachment 2a <br />PROCESS GUIDELINES FOR DEVELOPING INDIVIDUAL ELEMENTS OF THE <br />COMPREHENSIVE PLAN <br />Note: The following guidelines have been established to provide a baseline of key components that <br />should be included in the process used to develop or update each of the Comprehensive Plan Elements. <br />The intent of these guidelines is to establish some consistency in the Element development or update <br />processes without eliminating opportunities for flexibility and creativity. <br />Stakeholder Identification -Respective staffs identify the advisory boards that may fill <br />the "Lead" and "Liaison" roles (See attached Comprehensive Plan Element Preparation <br />Roles) during Element development for consideration by the Board of County <br />Commissioners. The Lead role may be shared between two or more boards and in this <br />case, subcommittees created to develop appropriate sections of the draft Element. The <br />Board of County Commissioners at their retreat may set or receive recommendations of <br />priorities ahead. <br />Appoint Advisory Board Liaisons -Each advisory board that will have a liaison role shall <br />appoint 2 liaisons from their board to: <br />a, Attend an Element Preparation Orientation Meeting and bi-annual Information <br />Sharing Sessions (See below); <br />b. Provide their board's perspective; and <br />c. Provide feedback to their board. <br />3. Element Preparation Orientation Meeting and bi-anhual Information Sharing Sessions <br />Conduct an Element Preparation Orientation Meeting, jointly with the lead advisory <br />board(s) and advisory board liaisons to: <br />Establish an understanding of the boards role(s) and the comprehensive and <br />inter-related (and sometimes inconsistent or incompatible) nature of goals as <br />they migrate towards implementation; and <br />Initiate the Regulation Amendment Details, Analysis, and Reporting (RADAR) <br />tracking process by filling out the RADAR form (See attached). This form will <br />be updated throughout the Element completion process and may be used to <br />help convey information to the County Commissioners. <br />b. Conduct bi-annual Information Sharing Sessions, jointly with the lead advisory <br />board(s) and advisory board liaisons to: <br />• Gather/share information for advisory board liaisons to report back to their full <br />boards; <br />• Gain perspective from the various advisory boards; and <br />• Discuss findings, identify inconsistencies or conflicts, if any. <br />4, Develop a public participation process -The procedures shall include the following: <br />a. Identification of Lead advisory board(s) and advisory board Liaisons; <br />b.
