KKƌĂŶŐĞŽƵŶƚLJdĂdžƉƉĞĂů^ƚƵĚLJ <br />^ĐŽƉĞŽĨtŽƌŬ (SOW) <br />Background <br />KƌĂŶŐĞ County (Client) wishes to identify and mitigate potential systemic bias in its property tax appeal process. <br />The primary goal is to determine whether residential property tax appeals are less prevalent and less successful for properties located <br />in majority-minority and low-income neighborhoods and as compared to properties located in white and median-and-above-income <br />neighborhoods. The study would also determine if residential property tax appeals are less prevalent and less successful for lower <br />value properties as compared to higher value properties. <br />Milestones and Deliverables <br />The following milestones and deliverables are intended to be representative of the needs previously expressed by Client during email <br />exchanges and scoping conversations. It is anticipated that this work will take approximately 6 weeks to complete. The work, specifically <br />detailed below, will be completed with a total budget of $4,000.00. <br />Milestones <br />●September 1, 2022: Service Agreement executed by both parties and work is initiated. Client will provide all relevant data to <br />be analyzed. <br />●October 15, 2022: Initial data analysis completed with draft visualizations ready to be reviewed by Client. <br />●November 15, 2022: Final data visualization ready and draft summary memo provided to Client. <br />●December 1, 2022: All materials finalized and delivered. <br />Deliverables <br />x Final policy memo to include all relevant charts, tables, and graphs <br />x All code produced in the process of analyzing Client data <br />Analysis Detail <br />Data analysis will adhere to questions provided by Client with any additional questions that may come up being run by the Client before <br />committing time or resources to exploration.
