She <br /> said that if the Board delays discussion of the ordinance it would have to be newly considered. <br /> She said that the ordinance will basically die, or it will be comatose. <br /> Commissioner McKee said it will not die with the motion. <br /> Chair Price said John Roberts said the ordinance will have to come back for a first and <br /> second reading. <br /> Commissioner McKee said staff will retype the ordinance. He said changes were made <br /> during the meeting. <br /> John Roberts said whenever the Board wants it to come back, it will come back for a <br /> first reading and a second reading. He said there would not be changes unless the Board <br /> directs those between now and the first reading. <br /> Commissioner Hamilton said she pulled October out of the hat, because the Board did <br /> not know what might be on the agenda in September. She said a delay will give the schools <br /> time to have input and they can see where things stand. She said she is okay with rethinking <br /> this and if there is a way to protect children and not abridge other peoples' rights. <br /> Commissioner Greene asked what the Board needed to do to change the language <br /> about the definition of picketing to add for a protest or demonstration and take out the other <br /> clause. <br /> John Roberts said no specific action is needed but if the Board agrees with it, he will <br /> bring that to the Board. He said it would be a completely new first reading. He said that if the <br /> Board was adopting at the meeting, they would need to specify adoption with the amendment <br /> as proposed or as recommended. <br /> Commissioner Greene said if the Board was in support of the amended language. <br /> The Commissioners agreed. <br /> Chair Price said she would like to speak with the members of the school board and <br /> invite them to a meeting so they can hear all sides. <br /> Commissioner Fowler said that the previous discussion included pickets and the size of <br /> the signs. She asked if Board decided that they were not going to regulate the size of the <br /> signs. <br /> Commissioner Greene said no, because it's not allowed under the proposed ordinance, <br /> so there is no reason to regulate the size. <br /> Commissioner Fowler said that the public can still picket outside of the Whitted building. <br /> She asked if the Board did not want to address the issue at that time. <br /> The Commissioners indicated that they did not want to address that issue. <br /> VOTE: Ayes, 6 (Chair Price, Commissioner Bedford, Commissioner Fowler, <br /> Commissioner Greene, Commissioner Hamilton, Commissioner Richards); Nays, 1 <br /> (Commissioner McKee) <br /> MOTION PASSES 6-1 <br /> 7.
