She said there are insufficient teachers. She said they are not fulfilling the <br /> obligation to provide basic education. She said her approach was to look across the budget to <br /> find ways to provide funds without raising taxes. She said they need to be able to recruit and <br /> retain teachers. She said this does not eliminate travel and training but cuts it in half. She said <br /> that travel and hotel fees will be less due to more virtual training.
