He said that would eliminate most of the language in the <br /> draft ordinance. He said there would be no standards for picketing, just that picketing would be <br /> prohibited around school property. <br /> Commissioner Bedford and Chair Price clarified that it would be within 1,000 feet of <br /> school property. <br /> John Roberts said that the ordinance would have the prohibition, the definition of school <br /> property, and the penalties. <br /> Commissioner Bedford said there would also be standards of conduct. <br /> John Roberts said there would not need to be standards of conduct if picketing is <br /> prohibited. <br /> Commissioner Fowler said that it seems like people can still picket at the Whitted <br /> building and use firearms. <br /> John Roberts that the county can prohibit the carrying of firearms in county buildings, <br /> but that the county cannot limit the concealed carrying of firearms. <br /> Commissioner Fowler asked if the county could prohibit openly carrying firearms rather <br /> than concealed firearms. <br /> John Roberts said firearms would have to stay outside if there was a picket in front of <br /> the building or the courthouse. <br /> Commissioner Hamilton said there may still be a benefit to regulating pickets outside of <br /> 1,000 feet from a school. <br /> John Roberts said he was not sure how it would apply, <br /> Chair Price said that would get the Board back into picketing in the rest of the county. <br /> John Roberts said if the only prohibition is picketing within 1,000 feet of schools, he is <br /> not sure how that would apply. <br /> Chair Price said her concern was protecting schools. She said she wanted to try to get <br /> it done before the school year starts. <br /> John Roberts asked if he should include public playgrounds, or the Board wanted to <br /> address it in the fall. <br /> Commissioner Hamilton wanted to include language about public playgrounds. <br /> John Roberts said that the legislature said people can possess concealed firearms on <br /> playgrounds. <br /> 5. Presentation from GoTriangle — Durham-Orange Light Rail Transit <br /> Expenditure Report <br /> The Board received a presentation from GoTriangle staff on the Durham-Orange Light Rail <br /> Transit (D-O LRT) Project expenses. <br /> BACKGROUND: The Durham-Orange Light Rail Transit project was an element of the Orange <br /> County and Durham County Transit Plans from 2012 until the project was discontinued in 2019. <br /> GoTriangle led the planning, design, and engineering effort. The presentation (Attachment A) <br /> provides an overview of the history of the project, the Federal Transit Administration (FTA) <br /> funding process, and a detailed report of the total project expenses and contracts. <br /> The Durham County Board of County Commissioners received GoTriangle's expenditure report <br /> at its May 2, 2022 meeting. <br />
