9 <br /> President Buxton said the needs in the health care industry are significant, including <br /> UNC and Duke Health Care Systems with around 40-50% turnover in 2 years. He said Durham <br /> Tech is working hard to fill this gap in the work force. <br /> Commissioner Fowler asked if the culinary program will be taught at the Correctional <br /> Facility. <br /> President Buxton said yes. <br /> Chair Price asked what accounts for the difference in Durham Tech's request and the <br /> County Manager's Recommended Budget. <br /> Bonnie Hammersley said Durham Tech is receiving a 3% increase like other county <br /> departments and school systems. <br /> Chair Price said that the recommended amount is less than what was requested. <br /> Bonnie Hammersley said it may be less than what Durham Tech requested, but it is still <br /> 3% above what Durham Tech received last year. <br /> Chair Price asked what would be lost without full funding. <br /> President Buxton said it would affect the Facilities Technician share and the police <br /> vehicle. He said they are struggling on the facilities tech side with HVAC issues given the age of <br /> the buildings. He said the police vehicle is a matter of securing the facility and having the tools <br /> of the trade. <br /> Commissioner McKee said he appreciates the re-consideration of the new facility. He <br /> said he hopes the expansion will act as a stopgap until more can be done. He said he <br /> appreciates the concern about security. He said that that it is apparent that educational <br /> institutions are being targeted and all campuses should be protected as much as possible. <br /> President Buxton said he appreciates the partnership. <br /> Commissioner Bedford said the expansion space seems like it provides flexibility and <br /> adaptability to align with the workforce needs. <br /> President Buxton said that is correct. He said that moving forward, there will be a focus <br /> on flexible space where equipment can be moved in and out. <br /> Dr. Battle said by making it a hyper-flex classroom, they have the ability to interchange <br /> needs without the additional cost of building specialized space. <br /> President Buxton said they have heard not to bolt any technology to the floor, because <br /> processes and equipment in many fields are ever evolving. <br /> Commissioner Bedford said she looks forward to supporting the expansion in the CIP. <br /> Chair Price thanked them very much for their work. She said the previous week's <br /> graduation ceremony was fabulous. <br /> President Buxton said the graduation ceremony for high school students earning <br /> associates degrees was held earlier that day. <br /> 2. Discussion of Outside Agencies Funding for FY 2022-23 <br /> The Board reviewed and discussed Outside Agencies funding for FY 2022-23. <br /> BACKGROUND: Each fiscal year, non-profit organizations that deliver community services <br /> have the ability to apply for program funding from Orange County. In December 2016, the <br /> Orange County Board of Commissioners adopted a funding target of 1.2 percent of the <br /> County's general fund expenditures, less the appropriation for education expenses, for the <br /> purpose of funding outside agency operations. Historically, the County had a funding target of <br /> 1.0 percent. <br /> Applications are reviewed by staff members for completeness and eligibility.
