2 <br /> As with local school districts, counties in North Carolina are responsible for supplementing state <br /> and federal appropriations to community colleges. For the most part, counties are responsible <br /> for day-to-day operating costs such as utilities, security and custodial services. Counties are <br /> not responsible for funding of teaching staff. <br /> Capital Investment Plan — Durham Technical College — Orange County Campus <br /> The Manager Recommended Capital Investment Plan includes funding of$500,000 in FY 2022- <br /> 23 and $10,500,000 in FY 2023-24 for an addition to the existing building on the Durham <br /> Technical Community College — Orange County Campus. <br /> Details regarding recommended funding levels Durham Technical Community College are <br /> located in the Education section of the Manager Recommended Operating Budget document, <br /> beginning on Page 174, and in the School Projects section of the Manager Recommended <br /> Capital Investment Plan document, beginning on Page 126. <br /> During tonight's work session, the Board will have the opportunity to discuss with Durham <br /> Technical Community College about County funding and anticipated State funding for schools <br /> next year. <br /> President J.B.
