10 <br /> makes recommendations to the County Manager for consideration. The County Manager <br /> presents recommendations to the Board of County Commissioners, which delegates final <br /> approval of grant awards to the Manager per North Carolina General Statute 14-234.3. <br /> Recipients are required to submit written program reports that include goals, description of <br /> activities/challenges, revisions of timelines/budgets, and other relevant information. Funded <br /> projects are monitored for progress and performance, financial and administrative <br /> management, and compliance with the terms of Performance/Development Agreement(s). <br /> Monitoring may involve site and/or office visit(s). <br /> For Fiscal Year 2022-23, Orange County received applications from 57 agencies. The requests <br /> totaled $2,238,645, an increase of $508,692 above Fiscal Year 2021-22. The FY 2022-23 <br /> Manager Recommended Budget includes funding awards for 53 agencies with a total of <br /> $1,854,691, an increase of$124,737 from the FY 2021-22 Approved Budget. <br /> Please refer to the Outside Agency section (Page 244) of the FY 2022-23 Manager <br /> Recommended Budget for information outlining Outside Agency funding. <br /> Bonnie Hammersley made the following PowerPoint presentation: <br /> Slide #1 <br /> ORANGE COUNTY <br /> NORTH C ROLINA <br /> Outside Agency Funding <br /> Bonnie Hammersley said that the NC General Assembly amended the statue relating to <br /> outside funding and it now restricts county commissioners from awarding funding to any outside <br /> agency on which they serve on the board. She said that to comply with the statute, this budget <br /> recommends that the total funding for outside agencies be placed in a new outside agency <br /> department and that amount of money will be allocated per grant awards by the county <br /> manager after July 1. She said that there is one application for Orange County, Chapel Hill, and <br /> Carrboro. She said they are taking steps together to center racial equity in outside agency <br /> funding. She said the next year they will conduct an analysis of each program in collaboration <br /> with the outside agencies. She said next year they will have more information. She said the <br /> hope is that the chief equity and human rights officer will lead this effort. <br />
