She said that ARPA was brought into deal with issues because of pandemic. She <br /> said that post-pandemic there are other economic factors that are driving up cost of housing in <br /> Orange County. She said that the forces of demand of Orange County may outstrip their ability <br /> to meet them all. She said that she does not want to put money into underlying structural issue <br /> that may not be fixed when there are other needs in the county. She said that she thinks about <br /> the school needs and wants to understand the magnitude of the choices they must make with <br /> money. She said they need to serve the most vulnerable but not neglect educational needs. <br /> She said that she is concerned that they are creating something that is not sustainable and that <br /> there are impacts this fiscal year. <br /> Commissioner Greene said it is a difficult balancing act. She said that there will need to <br /> be caps and lines drawn. She said that their body passed $125 million bond and that only $5 <br /> million was allotted for housing. She said they need to find a sustainable solution to emergency <br /> housing assistance and that it will be painful. She said that the county cannot fix the structural <br /> problems but to help those that need help. She said that people cannot make a living to support <br /> rent. She said that they all know that, but she wanted to say it. She said they cannot solve the <br /> structural problems, but they can do the best they can to help those that need it. <br />
