She said that it is a different process than the <br /> Orange County District Attorney is willing to do. She said that the numbers represent every <br /> referral that comes in because all referrals are accepted. She said that the numbers are not <br /> high enough in terms of the people that are eligible for relief, but mass relief would be a <br /> decision made by the District Attorney's Office. She said the primary winner, Jeff Nieman, has <br /> indicated he would be willing to start mass relief if elected. <br />
