Old Business: <br /> a. Update on Youth Delegate Member—Kalani Allen displayed the Youth Delegate application for <br /> members to review.A question was raised by Birckhead, as to whether or not school names <br /> should be included on the application.After discussion members decided it would be best to leave <br /> that option off right now. Beth Young added to the conversation that the position will be <br /> advertised in the News of Orange newsletter and Orange County social media pages. Young said <br /> that Melissa Blackburn can send the graphic to be displayed on County television monitors to <br /> staff to send to the Council. <br /> Report of the Director- <br /> a. Project and Budget/CIP Updates- Stancil provided an update on the opening date for <br /> Blackwood Farm Park. Delays in supplies for the ranger's office, gravel install and electrical <br /> issues have moved the opening date from August into probably October per Stancil. He shared <br /> though there are delays,the project is still under budget. Little River Park Skills Course-He <br /> talked about the skills course at the Little River Park. The county hired Nature Trails LLC to do a <br /> risk and legal assessment of the course to meet standards for a mountain bike skills course. <br /> County risk managers and attorneys have been involved to ensure the course meets standard for <br /> safety and liability reasons. Both County jurisdictions Orange and Durham will meet in August to <br /> discuss the results of the assessment. He mentioned the County Bicycle Pedestrian and Trails <br /> Plan will be discussed at the next IPWG. The goal is to have all jurisdictions develop a scope of <br /> work, and work towards hiring a consultant collectively to create the plan. Stancil advised the <br /> PRC about efforts by Triangle Off-Road Cycling(TORC) and a non-profit Unique Places to Save <br /> partnership as it relates to creation of a mountain bike trails on land that has conversation <br /> easements in Orange County. He said residents in the C.R Keith Arboretum area have expressed <br /> concerns about the creation of bike trails on these lands. Birckhead asked if Orange County funds <br /> were used for the easements and thus why it is involved. Stancil answered that there are <br /> easements from multiple holders, some permits may be required for the work, and also the <br /> Orange County Lands Legacy Program holds a conservation easement on the Arboretum itself. <br /> b. Fall Topics—P&R Master Plan Review- Stancil reminded the Council that September is the first <br /> month in the schedule for updates for the Master Plan that will begin the framework for a mid- <br /> plan review. The month of September will address changed conditions and survey results. He said <br /> members will receive the survey results from 2014 and will be asked about changes that did not <br /> exist in 2014 such as a more in-depth equity inclusion and diversity lens. <br /> Council and Committee Reports: <br /> a. Intergovernmental Parks Work Group (next mtg October 12) <br /> b. Items from the Council-Truluck asked if there were opportunities for participation in parks <br /> clean ups. Stancil said there are stream cleanups and Young mentioned the Creek Week clean up <br /> that has become an annual event. She also said that she would pass along information about the <br /> Orange County Conservation Stewardship to Council members after the meeting. <br /> c. Friends of Orange County Parks and Recreation (FOPR)—Reyman reported that the group is <br /> in search for a website designer. <br /> Adjournment: Fleming adjourned meeting at 7:49 pm. <br /> Next Meeting: September 7,2022 TBD <br />
