Draft Meeting Summary—Parks and Recreation Council August 10,2022 <br /> Bonnie B. Davis Environment and Agricultural Center-Hillsborough, <br /> Members Present: Gina Reyman(Chair)via Zoom, Mikki Fleming(Vice-Chair),Jessie Birckhead,Greg <br /> Hughes,Rod Jones,Tim Tippin,Becca Truluck,Xilong Zhao,Natalie Ziemba <br /> Members Absent: Bob Smith, Chris Colvin <br /> Staff: David Stancil,Beth Young,Kalani Allen, <br /> Vice-Chair Mikki Fleming called the meeting to order at 6:30pm. <br /> Review of Meeting Summary/Additions to Agenda: <br /> a. No changes or additions to meeting summary. The Council accepted the meeting summary from <br /> the June 1 st meeting. <br /> Report of the Chair: <br /> a. Update on Recruitment/Vacancies-Fleming introduced this item and noted that there is one <br /> vacancy for the Chapel Hill Township position on the Council. David Stancil provided a recap of <br /> the recruitment flyers created and distributed to members. <br /> New Business: <br /> a. Perry Hills Mini-Park—Proposed Gameplan- Stancil gave a review of the conversation to <br /> create a mini-park in the Perry Hills community. After talks with the community,the BOCC <br /> approved funding of$100,000 in the Capital Investment Plan(CIP) allocated and adopted for <br /> creation of the park. He explained that half of the funding would probably be needed for <br /> infrastructure. He introduced the proposed timeline for the Perry Hills MiniPark. The timeline <br /> ranged from hiring of a surveyor,meeting community members for input, developing a master <br /> plan and other tasks to tentatively have the phase one of the park start in summer 2023. Chair <br /> Gina Reyman and member of Friends of Orange County Parks and Recreation(FOPR), expressed <br /> that FOPR would like to be included in future planning meetings. She said that the group could <br /> contribute some funds toward a residential need such as a playground. Jessie Birckhead expressed <br /> interest in meeting with community members during planning phases. Other Council members <br /> said that they would also be interested in being involved in future planning meetings with <br /> community members. Stancil agreed to invite all of the PRC to planned community meetings <br /> about the park, and members could decide on whether to attend. <br /> b. Blackwood Farm Park—Disc Golf Course Plans- Stancil gave a history on the land of where <br /> the disc golf course is planned to be constructed at Blackwood Farm Park once approved. He said <br /> that there are plans to have a September meeting to hear from community groups and <br /> organizations about opportunities for the course. On a related note about plans to renovate the old <br /> farmhouse,he asked if members would like to hear from Peter Sandbeck on the historical farm <br /> buildings renovations at Blackwood Farm Park and other county parks. The Council agreed that <br /> Sandbeck should be invited to speak to the Council at a future meeting. <br />
