Along wi#h this transmittal is our first major technical report that covers <br />items such as legal considerations, program decision tree, economic <br />assessment, and summaries of case studies and stakeholder interviews, The <br />contents of these were prepared without the benefit of a Task Force meeting, <br />which, as I understand, has not been scheduled as yet, As a result, I think that <br />we have actually progressed to a considerable degree into Phase II with some <br />of our work..
