3. Transfer of Development Rights (TDR) Update <br />The Board has requested that staff provide an update on the progress of <br />the TDR Feasibility Study. Since the contract with the study consultant, <br />The Louis Berger Group and the UNC -Charlotte Urban Institute, was <br />signed in April, the consultants have set to the tasks outlined in the Scope <br />of Services. To date these tasks have included the following items: <br />1, Expert Interviews: Most of the readily available <br />interviewees have been completed. <br />2, Legal Analysis: Some additional work may be desirable, <br />depending on the specific areas of concern, A legal <br />decision tree and additional legal review are ongoing. <br />3, Case Studies: A slide presentation is being prepared with <br />some additional formatting required. <br />4. Economic Review. and <br />5. Decision Matrix: This will incorporate the legal decision <br />tree and will include graphic and detailed text. <br />In May, the Board appointed ten citizens to the TDR Task Force.
