1 <br /> ORANGE COUNTY <br /> BOARD OF COUNTY COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 6, 2022 <br /> Action Agenda <br /> Item No. 8-1 <br /> SUBJECT: Orange County Transportation Services - Agency Safety Plan Update <br /> DEPARTMENT: Orange County Transportation Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1. 2022 Agency Safety Plan Nishith Trivedi, 919-245-2582 <br /> PURPOSE: To approve the updated Orange County Transportation Services (OCTS) Agency <br /> Safety Plan (ASP). <br /> BACKGROUND: OCTS reviews and updates the ASP annually and implements the changes within <br /> the plan. The North Carolina Department of Transportation (NCDOT) and Federal Transit Agency <br /> (FTA) will review the ASP after the Board of Commissioners (BOCC) approves (e.g. self-certifies) <br /> the ASP. OCTS requires this self-certification in order to submit the ASP to NCDOT and FTA for <br /> review. The self-certification consists of the Director reviewing, approving and submitting to the <br /> BOCC for approval. Necessary updates outside the annual update window will be handled as ASP <br /> addenda, which will be incorporated into the body of the ASP during the next review cycle. <br /> With recent improvements to Orange County public transit services, OCTS staff implemented the <br /> following public process to update the ASP: <br /> • July 20, 2022 — The Orange Unified Transportation Board (OUTBoard) received current 2022 <br /> ASP and provided comments <br /> • July 31, 2022 — OCTS Safety Committee approved the 2022 ASP <br /> • August 17, 2022 — OUTBoard unanimously recommended the BOCC approve the ASP <br /> • September 6, 2022 — Proposed BOCC Action <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this <br /> agenda item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The creation and preservation of infrastructure, policies, programs and funding necessary for <br /> residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with this item: <br /> RECOMMENDATIONS: The Manager recommends that the BOCC approve the 2022 Agency <br /> Safety Plan (Attachment 1). <br />
