July 15, 2022 Gihlstorf/Gallagher <br /> Offer for the Purchase and Sale of <br /> Property <br /> PURPOSE: To approve the sale of a County-owned 0.12 acre piece of property, GIS PIN <br /> #9779088613, Chapel Hill, NC. <br /> BACKGROUND: The County owns a 0.12 acre piece of property, GIS PIN #9779088613, in <br /> Chapel Hill. The remnant property is comprised of a narrow slice of land that is not easily <br /> accessible and is of little value to the County (Attachment 1 - Map of Property). The Orange <br /> County Tax Administration Office reviewed the parcel and estimated the tax value at $7,500. <br /> At its June 21, 2022 Business meeting, the Board of Commissioners approved a resolution <br /> authorizing the sale of the property through an upset bid process (Attachment 2). The bidding <br /> process ensued shortly afterwards. Catherine Gihlstorf and Timothy Gallagher provided the final, <br /> uncontested bid of $2,500 for the property on July 15, 2022 (Attachment 3). In accordance with <br /> North Carolina General Statute 160A-269, the final offer for the sale of the property must be <br /> brought back to the Board for consideration and approval. <br /> FINANCIAL IMPACT: The property consists of a narrow slice of vacant, unproductive land, of no <br /> strategic value to the County. Sale of the 0.12 acre property will convert a non-productive capital <br /> asset into $2,500 that may be re-allocated to other County needs. <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goal impacts <br /> associated with this item. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with this item. <br />
